City of Mati, Davao Oriental – Complementing science, truth, and justice to the thrust of public service, the City of Mati and the Phil. Nat`l Police inaugurates the Davao Oriental PNP Crime Laboratory Office on January 28, 2009, , now ensuring a more effective and efficient service from the men in uniform with a quicker respond this time to crime incidents.
Witnessing the historic occasion for the City of Mati and Province of Davao Oriental were Police Supt. Noemi Austero, Chief of Regional Crime Laboratory Office-Reg.11 , Dvo. Or. Provincial Director Efren Perez, former Mati Chief of Police Candido Suralta, and Police Supt. Arturo Cacdac, Jr., Director of Crime Laboratory, with city government officials led by Mayor Michelle Rabat, Vice-Mayor Cesar de Erio, and Councilor Alan Andrada.
Mayor Michelle Rabat is happy that the Police Crime Laboratory Office has finally come to reality.
“With the inauguration and blessing, this has proven the city government`s commitment to support the PNP. Our PNP is not just fighting criminality, but most importantly, the PNP is bent to stop the root of crime incidents,” she said.
The Mayor disclosed that there was a plan even before by the Province to put up a crime laboratory. But due to budget constraints, the plan did not materialize.
“Since Mati was blessed when it turned into a component city, we took opportunity and realize the plan that will not only serve the people of Mati, but the whole of Davao Oriental as well,” she explained.
The Mayor did not mind her enormous support to the crime laboratory office as long as the city can provide to the needs of the PNP.
“There is now no reason, no excuses for you not to do your job, and do it well. Though there are problems at times, but the city government will continue supporting PNP”.
Supt. Cacdac considers the recent addition to the crime laboratory offices fortunate to be in Mati.
“The crime laboratory office is indeed, lucky to be here in Mati because of the city government`s tremendous support. The PNP is bound to support crime investigation, but how can we do that without the crime laboratory? This is how important a crime laboratory is,” he stated.
Cacdac revealed that out of the 81 provinces in the country, only half have their crime laboratories.
“So, I worked hard to activate the different laboratories from across the country. In 2007, we activated 5 laboratories, another 5 last year, and for this year, Dvo Or crime laboratory office is the first to be activated. Antique and Catanduanes will follow,” the Crime Laboratory Director reported. He also admitted the lack of manpower for crime laboratories, and so he request for 200 more in the work force. The Officer is certain that they are not only bent on improving their facilities, but they are also bent on developing their human resources, and this can be done while maximizing their expertise. The site of the police crime laboratory office is just right beside the Mati-PNP station.
